Six Qualitative Characteristics of SEA Performance Information

The GASB recognizes in their suggested guidelines that there are six qualitative characteristics that represent the attributes that the information contained in an SEA report needs to possess in order to effectively communicate performance to users.

These six qualitative characteristics include:

  • Relevance
  • Understandability
  • Timeliness
  • Comparability
  • Consistency
  • Reliability

It is important, and often difficult, to reach a balance between these charactierstics because there are often trade-offs among them.
